Meaning when upright
Where the Two of Wands was planning, the Three shows plans already in motion: the figure has sent his ships out and now watches for their return. It signals progress, expansion, and the first tangible results of earlier effort, often with a sense that the horizon is opening up. Waite calls it established strength, enterprise, trade, commerce, and discovery, and adds that it can mean able co-operation, as though a successful merchant were offering to help you. Modern readers also connect it with travel, dealings abroad, and the patience to let ventures unfold while keeping the long view.

The card also signifies able co-operation in business, as if the successful merchant prince were looking from his side towards yours with a view to help you.
