Meaning when upright
The King of Cups shows outward mastery of emotion: his throne rests on a stone block in the middle of a restless sea, yet he stays dry and composed. He holds a great cup in one hand and a short scepter in the other, balancing feeling with responsibility, while a ship sails on one side and a sea creature leaps on the other. Waite describes a fair man of business, law, or divinity, responsible and disposed to oblige the querent, and credits him with creative intelligence. As a person he is a wise counselor, diplomat, or mentor who handles others' emotions with steadiness and care. The card asks you to feel fully without being swept away.

In Waite’s words
He holds a short sceptre in his left hand and a great cup in his right; his throne is set upon the sea; on one side a ship is riding and on the other a dolphin is leaping. The implicit is that the Sign of the Cup naturally refers to water, which appears in all the court cards.
